Graduated with a degree of B.A. (Hons) Humanities with Education at Universiti Sains Malaysia, (USM) Penang, Malaysia (1979), M.Ed – Educational Technology – Media at Universiti Sains Malaysia, Penang, Malaysia, Ph.D – Educational Technology – Instructional Design at Universiti Sains Malaysia, Penang, Malaysia. He presented his research and attended international conferences in the following countries: Bandung, Indonesia, Paris France, Tunku Abdul Rahman University, Malaysia, Kuching Sarawak Malaysia, Singapore, Beijing China, London and Orlando Florida USA. Also, he was awarded as “BEST PAPER PRESENTATION” in International Conferences on Education in Beijing China (2015), London (2015) and Orlando Florida USA (2017). He was invited as a Reviewer of “International Greener on Issues in Education” and Editorial Board – International Journal of Educational Research.

In addition, Dr. Zain is an awardee of “WALL OF FAME” from Centre of Education Technology and Multimedia, at University Sains Malaysia, Penang this 2017; Royal Award “Paduka Mahkota Perak” by Sultan of Perak in 2012 and Educational Excellent Award by MOE in 1999 and 2008.


Graduated from Waseda University in Japan in 1981 major in Architecture. He started his career at the Ministry of Education of Japanese Government in 1981 and was in charge of making the standard of school and university buildings, implementing the eco-school pilot project, promoting the research related disaster reduction, etc. He was seconded to United Nations / International Strategy for Disaster Reduction (UN/ISDR) in 2005. He is the founder of the Office for a Sustainable Campus of Hokkaido University which was established in 2009 when he was the Director of Facilities Department at Hokkaido University. He later moved to Kyoto University in 2012 and was responsible for campus sustainability as the Director of Facilities Department. He later moved to National Institute of Technology, Fukushima College in 2014 as the President.

He is now enthusiastically implementing the project on the decommissioning of Fukushima Daiichi Nuclear Power Plant and the Internationalization of Fukushima College. In addition, he is now another title as the Executive Director of Campus Sustainability Network in Japan (CAS-Net JAPAN). He has a worldwide network with the officers who are in charge of campus sustainability.


Is a member of the Department of Pharmacology, Faculty of Pharmacy, of Rangsit University in Thailand. A research scientist with scientific background in pharmacology, xenophobic metabolism, toxicology, molecular biology, and biochemistry, Dr. Chiangsom took his Ph. D. on Pharmaceutical Science at Chulalongkorn University with a dissertation titled “In vitro study of the hepatoprotective effect and herb drug interaction of Phikud Navakot extract. He was awarded with multiple research grants including the Ratchadaphisek Somphot Endowment and the Thailand Graduate Institute of Science and Technology Scholarship. Dr. Chiangsom has worked as a lecturer, researcher, and pharmacist in various institutions including Rangsit University, Ladprao General Hospital, Prince Maha Vajiralongkorn Cancer Center, and Navanakorn General Hospital. His researches have been presented and published in academic conferences and on academic journals including the 44thAnnual Meeting of the Japanese Society of Toxicology in Yokohama, Society of Toxicology Annual Meeting in California, and the 9th Joint Seminar Natural Medicine Research for the Next Decade in Bangkok, Thailand.


Is the executive Director of IdeaSpace. She is responsible for managing the foundation’s flagship incubation and acceleration program. Prior to IdeaSpace, Diane served as Executive Assistant to the Head of Strategy for First Pacific Company Ltd where she gained exposure in closing deals, M&As and strategy management.

Diane also brings her experience in people and government relations, and manufacturing which she gained from previous roles in the Department of Environment and Natural Resources (DENR) and in the semiconductor manufacturing industry as manager of Analog Devices Philippines Total Quality Management Program.

She took her undergraduate studies in B.A Organizational Communication (cum laude) from the University of the Philippines – Manila, where she focused her research papers and thesis on team cohesion


An ASEAN Engineer graduated with a degree of BS Chemical Engineering in University of the Philippines (1969), Diploma in Industrial Quality Control, BIE (Bouwcentrum International Education), Rotterdam, Netherlands (1975), MS Industrial Engineering in University of the Philippines (1976) and Graduate Studies in Operations Research in Polytechnic Institute of New York (1982).

Sec. Dela Pena served various positions as Professor (1973-2011), Professorial Lecturer (2011-2016) in Industrial Engineering, Chairman- Industrial Engineering Department (1982-1988), Director – Institute for Small Scale Industries (1992-2001) and Vice President for Planning and Development (1993-1999) in University of the Philippines. He is also the Cost and Operations Engineer in ESSO Philippines (1969-1971) and Planning Service Head under the National Science and Technology Authority (1982-1984). He was appointed as Undersecretary of Department of Science and Technology (2001 – 2014) serving the administration of President Estrada, Macapagal and Aquino III. As one of the longest term as Undersecretary in DOST, Prof. Dela Pena was appointed by His Excellency President Rodrigo Roa Duterte as Secretary of Department of Science and Technology (2016 – present).

In addition, he also served as Chairman of United Nations Commission on Science & Technology for Development from 2011-2012, Interim Exec. Director of APEC Center for Technology Training for Small and Medium Enterprises (ACTETSME) from 1996-1998.

Moreover, Sec. Dela Pena hold several positions in professional and scientific organization as President of Philippine Associaton for the Advancement of Science & Technology (PhilAAST) from 2011 to present, President of National Research Council of the Philippines from 2002 to 2007, President of Philippine Institute of Chemical Engineers from 1989 to 1990 and President of Association of Management & Industrial Engineers of the Philippines (AMIEP) from 1986 to 1988

He was awarded and recognized by different organizations and institutions such as: Doctor of Philosophy (Honoris Causa) by Rizal Technological University, Distinguished Alumni Award for Public Service by UP Alumni Association in 2012, one of the 100 Outstanding UP Engineering Alumni of the Country in 2009 & 2010, Dangal ng Bayan Award by Civil Service Commission and Oustanding Career Executive Officer by Career Executive Board in 2005, Most Outstanding Alumnus by UP Alumni Engineers in 2003, Outstanding Professional in the Field of Chemical Engineering by the Professional Regulation Commission in 1999, Most Outstanding Chemical Engineer by Phil. Institute of Chemical Engineers in 1998, Dangal ng Lipi Award by Provincial Governemnt of Bulacan in 1997 and Gawad Chancellor Award for Outstanding Administrator by University of the Philippines - Diliman in 1994.

He was born on November 12, 1949 in Bulacan, Bulacan and youngest of the three children of Mr. Emilio Banzon Dela Pena and Mrs Luz Tanseco – Dela Pena. He is married to Mariquit Tablan Banzon with whom he has five (5) children who are all successful in their own fields.
